In today’s rapid development of tertiary industry, mobile communications industryhas increasingly become a point of national competition. The industry is not onlyrepresentative of a country’s economic strength, it is more representative of a country’stechnological strength, especially the international spread of mobile communicationproducts stands for the pace of technological progress of a country. With the increasingattention of China’s strategic emerging industries, the pace of development of themobile communications industry is also growing concerned by the government. In thenew stage of the development of international trade, mobile communications industry isincreasingly becoming one of key industries of China’s foreign trade, with its features ofknowledge and technology-intensive, less energy consumption and growth potential. Sothe industry export laws and tendency to spread is becoming the focus of attention ofscholars.Bass model is generally used in the spread of durable goods in traditional research,so the Bass model also applies to the export of China Mobile CommunicationsNonproliferation studies. However, the model has some limitations, especially in theanalysis of the existing market behavior, the assumption of the same market potentialbreaks. When analyze from the point of view of system theory, internationalproliferation network of China Mobile Communications products showed obviousscale-free characteristics, so that research on the spread of the China mobilecommunications products export must be established on the basis of the complexnetwork. Based on the above cognitive, re-estimate the maximum market potential,establish a BA scale-free network-based optimization model (BA-Bass OptimizationModel, referred to as the BA-BOM model), to explore the law of diffusion of ChinaMobile Communications exports, and forecast the development trend in the next fiveyears.Finally, on the basis of the above studies, treat the model and the actual marketbehavior as entry point, based on the different angles of the China telecommunicationscompanies, China Mobile Communications industry alliance and the Chinesegovernment, promoting effective countermeasures of China Mobile Communicationsexports diffusion. For example, enterprise should accelerate technology development, to improve their competitiveness; industry alliances should strengthen the use of therelevant network effects, solid market competition mechanism; and governmentshould maintain economic growth and unity of the mobile communications industry,establish a reasonable low-carbon development path.
