A Study On The Reconstruction Of Old Towns,old Factories And Old Villages In Chancheng District Of Foshan City

Being the head stream of the reconstruction of old towns,old factories and old villages,the Chancheng district of Foshan city has seen all the stakeholders who have been participating in the reconstruction efforts reaching a much mature stage of understanding,ensuing a set of relatively complete policy system.And via policy guidance,many kinds of preferable renovating modes have been hammered out,which are the direct momentum of a series of paradigm reconstruction projects.However,with the reconstruction of the old towns,old factories and old villages gaining grounds gradually,the problems derived from the old policy guidance are also unfolding.The old economy-oriented policies lead to the insufficient attention to the social benefits and unbalanced allocation of public space resources,which is characterized with ineffective coupling of the reconstruction efforts and industrial adjustment,followed by significant surplus of commercial real estates and serious industry hollowing-out when the adjusting function of reconstructions on the urban space allocation is overlooked and thus,the opportunity of optimizing the urban layout has been wasted.All the above phenomena showcase that the old mode is hard to sustain and upgrading and perfecting of the reconstruction policies must be carried out.On the basis of inspiring the market vitality,the reconstruction efforts will be directed to exert further influence on the improvement of supporting facilities,optimization of urban space,adjustment of urban industries as well as advancement of sustainable urban development to realize the optimal social benefits and economic interests through the reconstruction efforts under the guidance of policies.This paper,by summarizing and rationalizing the Urban Regeneration theory and the relevant research achievements,combined with a thorough analysis of the reconstruction policies adopted in Chancheng district and the specific reconstruction projects carried out,has pointed out,through generalization,the problems looming large in certain aspects including the insufficient attention given to the social benefits,and the irrational urban space layout,industrial structure and profit distribution mechanism.It also comes to the conclusion that the crux of all the problems lies in defective target design of reconstruction policies,derailed implementation of policies,unpunctual policy adjustment while at the same time,pointing out that the reconstruction undertakings shall optimize policy targets,strengthen proactiveguidance,provide regular policy assessment,enhance classification direction thus to fulfill the purpose of the reconstruction of old towns,old factories and old villages in terms of urban space adjustment,urban industrial transition,improvement of urban supporting facilities to encourage initiatives of all parties concerned,to further advance collective efficiency of land utilization,to quicken up the pace of urban-rural integration and thus to realize a ground-breaking journey for harmonious development of "Better Production,Better Life and Better Ecology".That way,it can serve as a practical strategy for the transformation and further development of developed regions.
