The Huaihe River Basin’s Urbanization And Policy Choice Under Coal Resource Constraint

The coal resource is an important factor in the process of Huaihe River Basin’surbanization. However, with the increasing depletion of coal resource, how topromote urbanization of the Huaihe River Basin actively and steadily is the mainproblems need to be solved. Firstly the paper outlines the theory of urbanization andresource constraint to provide the theoretical basis for the analysis of the full text;Secondly, the paper exposits the mechanism of coal resource constraint onurbanization from the three levels of population urbanization, economic urbanizationand social urbanization, and builds a growth drag model to analyze the effect of coalresource on urbanization; Thirdly, the paper selects the Anhui section of the HuaiheRiver Basin for the study sample, and estimates the coal resource resistance value ofthe Anhui Section urbanization of Huaihe River Basin in2000-2010by using paneldata model; Finally, the paper provides some policy recommendations to promote thegood and fast development of urbanization in the Huaihe River Basin.The results show that:(1) Coal resource constraint acts on urbanization byaffecting relationship between supply and demand of urban population, the coalresource prices and high quality lifestyle. Meanwhile, coal resource constraint couldhave a positive effect on urbanization by changing the high consumed, high wastefullifestyle to some extent.(2) The coal resource constraint on urbanization can beincreased by the rapid expansion of the population, the extensive use of coal resourcesand a sharp deterioration of the ecological environment, while it can be easedindirectly by technological progress which can reduce the consumption rate of coalresource.(3) There are many factors that affect urbanization, including positivefactors and negative factors, the coal resource constraint is just one of the negativefactors which affects the urbanization. Econometric analysis shows that the coalresource drag value is0.101447.The Huaihe River Basin must change urbanizationdevelopment model which rely on coal resource as soon as possible.
