On The Role That Local Governments Play On Tourism Industry Development

With the development of market economy and tourism industry, local gove rnments should change its role towards providing the service in the development of tourism industry. Hezhou city is one of the excellent tourism cities in China. It has practical significance to research the roles that Hezhou Municipal Govern ment plays on its tourism industry development. This thesis makes an analysis o n the functions that Hezhou Municipal Government performs in the tourism indu stry development. Then, it discusses the dilemmas that Hezhou Municipal Gover nment confronts in the tourism industry development, which includes small seal e industry, the weakening local cultures, the phenomena that the breach of touris m resource could not be prevented, cut-throat competitions among travel agenci es and decreasing service quality on tourist guides. Next, it analyzes the reasons why Hezhou Municipal Government confronts the above dilemmas. Firstly, it o mits to formulate the effective tourism policies and relative regulations. Secondl y, it omits to lead towards sustainable development on economic resources and c omprehensive coordination system on building tourism industry development. T hirdly, it adopts the mode that government plays a leading role on micromanage ment.In view of the useful experience that governments at home and abroad play the r ole on tourism industry development, the thesis proposes that Hezhou Municipal Government better play its role on promoting the tourism development by mean s of building relative coordination systems between tourism administration mana gement and other relative departments, leading the society to invest the infrastru cture construction on food, lodging, transportation, shopping and entertainment, formulating local laws and regulations to protect tourism resource, changing the strategy of developing tourism resource from developing natural resource to de veloping humanity resource, constructing trust system among tourism companie s in Hezhou city, managing the travel agencies and tourism guides by means of i ndustry association management, supervising tourism human resource with mult iple channels.
