Qingdao, rated as the leading city during the process of construction and has set goal to take the lead in the blue economy. This is not only related to the future development, but is also one of the historical mission. To enhance the marine soft power is an important path to achieve the target and has great significance in the realization of sustainable development of the blue economic zone.Joseph S-Nye first explicitly put forward the " soft power ".and points out that the rules and system resources of the soft power lies in cultural and ideological appeal, international mechanism. The essence lies in " ability " to appeal others to follow you. Marine soft power is the sum of the formation process in the development and utilization of marine resources including a wide range of universal value concept and the marine culture, marine system and marine development mode. It is the extension of soft power because of its reasonable, advanced marine culture, marine concept, identity appeal, and far-reaching influence. The eighteenth National Congress of the CPC put forward the strategic objective of marine power construction.With the implementation of marine development strategy and the institutional restructure of the National Marine Department, along with the transformation of traditional marine thought, the Blue territory has draw attention all over the world. Facing intense competition and enormous opportunities, Qingdao should establish a long-term strategic vision and take positive action to achieve sustainable development. Focus on the construction of marine soft power not only has importance in building the national marine leading city, but also the inevitable demand in leading scientific development, realizing the blue cross.At present, Qingdao has superior marine soft power resources such as natural environment, agglomeration marine talents, good marine industrial which has laid a solid foundation in strengthing marine soft power, however what can not be ignored is there exists problems, such as lacking the way in marine soft power resources coming into real competitiveness, the lack of strategic thinking and planning, the shortage of marine science and technology application talents, the lack of interaction and cooperation, the media has not yet formed a marine characteristics etc. In order to promote the construction of Qingdao blue economy zone and enhance marine soft power, we should persist in the furtherance of hard power, unified planning, basis on regional priority principle. In the process of building marine hard power such as relying on the revitalization of Qingdao port, attention should be pay on improving marine consciousness, building marine culture, promoting the healthy development of the marine culture industry, speeding up the management system and innovating the management mechanism, forging China’s marine talent market, boosting the formation of the mass media, participating in marine trade exhibitions etc, which can help to achieve the goal in the implementation of China’s marine strategy.
