Countermeasures Of Enhancing Soft Power In Sichuan

"Soft Power", also called "soft national power", "soft strength" or "soft authority", is put forward by Professor Joseph Nye of Harvard University in the late 1980's last century. Many statesman and scholar attached importance to it since that time. Sichuan is rich in soft power resources, how to transform the invisible resources into the visible superiority, is a major theoretical and practical issue. The soft power theory pays close attention to giving play to the views of flexible influence such as culture, values, system mechanism, development model, as well as soft power and hard power to promote each other and transform into each other's view, can give us some useful lessons.This paper presents many respects about soft power theory systematically, includes the background, civilization, main points of Joseph's soft power theory, and domestic and foreign scholars' interpretation on soft power, as well as analyzing soft power's issue by using the Marxist philosophy. This paper also introduced some main ideas about the regional soft study, defined a regional concept of soft power which is based on previous research, mentioned components and influence factors about the soft power of the regional.This paper from the perspective of soft power to "the Land of Abundance" by the Sichuan analysis, that the development of Sichuan inadequate and needs the direction set out to upgrade the soft power of great significance. The author believes that soft power upgrade Sichuan need for a comprehensive means and measures. In previous papers based on the analysis of the basic ideas : adhere to the scientific concept of development as the guide, to improving the economic strength as the foundation, promoting the Ba and Shu culture as the core, to nurture the spirit of innovation, focusing on building a contingent of qualified personnel as the key, to promoting scientific and technological progress as the support, to improve the institutional mechanisms for the protection greatly enhance Sichuan soft power, and promote faster and better economic and social development. Six specific work should be tackled. First is to accelerate economic development, improve the soft power construction material basis; second is to dig deep the Ba and Shu cultural connotation, to create a unique brand of culture in Sichuan; third is to cultivate the spirit of reform and innovation, inspire all of society's creative vitality; fourth is to promote scientific and technological progress and innovation, strengthen support for lead role; fifth is to strengthen human resources, and build intellectual support and personnel guarantee; Sixth is to accelerate the reform of systems and mechanisms, forms a rational sound system environment.Among the innovation lies in the definition of a regional concept of soft power, defines the soft power of the regional components and influence factors; from the perspective of soft power, the province's development of the analysis, Sichuan to enhance the soft power of ideas and initiatives. In this paper, the soft power of the region made some quantitative exploration, the "soft power Regional Evaluation Index System", only preliminary considerations, but also less mature, and there is no paper on the main parts but as a paper on the annex behind the article.
