It is almost undoubted that it has become more deeply and widely for the global integration of economy system. Presently, the international competence of the corporations in China yet cannot keep up with the foreign corporations. To rise up to the challenge of WTO, the reform of corporations in China must adhere to the requirement of the management and the framework of a modern enterprise system. The reform must get away from the partly operation and management system reform to become a whole reform with the core of equity structure and operation mechanism. Among the reform policies, to establish a Performance examination system is the crucial segment.Performance management—as an effective managerial method to inspect existing problems, improve performance and promote the realization of strategic goal of enterprises has been paid much attention by managers. Performance appraisal is the key for performance management, therefore, the design and implementation of it is crucial for enhancing performance. In accordance with the theory and method of modem performance management, the essay focuses on a complete and deep analysis on the existing performance management model of CF Company, and also presents a series of improvement solution.The thesis is composed of six parts. At first, the essay introduces the fundamental theory of PM by analyzing and researching on the PM documents inside and outside of China. Then analyzing the current status of the external invironment and process of PM in the enterprise through a large amount of investigation, also putting forward the existing problems in PM. As to the problems mentioned above, the essay makes a series of practicable PM improvement proposal, including the strategy tailored KPI system, performance contract, performance-checking form, the application of performance checking results and so forth by using the new opinion and core technique of PM and advanced experiences of enterprises in China, In the end, the essay analyzes the operation result of the above proposal and puts forword with suggestions and comments on a stepped-up improvement.The essay makes a theoretical elaboration on PM from multi-subjects angles of management science and economics etc, which includes PM and strategy management, strategy tailored. And also the essay presents practical value for state-owned enterprises to design and improve a PM model addapted to itself by taking environment and strategy development into account.
