Research On The Enterprise-oriented Operation Strategies Of Qingdao Sino-European Eco-tech Park

China has established the socialist market economic system and achieved nationaleconomy’s take-off since the reform and opening up of30years. In the three decades, greatachievements have been made in the various industrial parks which play the important role topromote the rapid development of the national economy, to enhance the level of industrialtechnology, and improve the international competitiveness. Industrial parks, especially thenational industrial parks, have become the development highlands of China’s most advancedproductive forces, most industry organization efficiency, highest utilization rate of resourcesand energy, most gathered talents, most flexible and efficient management systems withdistinctive features and advantages.Enterprise-oriented operation is the new management pattern along with thedevelopment of China’s industrial parks. The goals of being market-oriented andenterprise-oriented have met the demands from the management transformation andupgrading stage of China’s industrial parks. However, many problems in the managementprocess are preventing the further development of industrial parks. The problems includinghow to deal with the relationships between the government and the operative subject, how toreform and improve the development model, how to develop the business system, how toimprove the parks’ core competitiveness, needs to be studied and answered urgently.This paper takes the industrial cluster and the enterprise development strategy theory asthe basis of research while taking Qingdao Sino-European Eco-tech Park (hereinafter referredas Eco-tech Park) as the research object. Using the research approaches of inductive methodand comparative analysis, the paper gives the analyses of park operation, management modeand development trend from domestic and foreign industrial parks, especially focusing onbusiness strategy and development mode.Based on the summary of mature operation experience from domestic and foreign parks,the paper summarizes the management mode and the current problems of the Eco-tech Park.With the deepening of "separation of managerial subject and operative subject" principles, in-depth analyses of internal and external environment in the Eco-tech Park have been madeby using SWOT analysis in order to advising on the development strategies andimplementation paths of the enterprise-oriented operation, specifically from the sides ofdeepening the Enterprise-oriented Operation objectives, building revenue-generating&profitmodel and strengthening self-construction of operative subject.In order to further rationalize the relationship between the managerial subject and theoperative subject, accelerate the de-administration of park business and prompt thetransformation of park administrative functions, the paper have raised the innovative researchand recommendations containing the effective use of administrative development background,assuming the outsourcing business of administrative investment promotion, references ofdiversified management mechanism. It’s hopeful that the studies above could provide theeffective advices and reference cases for enterprise-oriented operation and future diversifieddevelopment of operation mode in China’s industrial parks.
