| China is in a period of rapid development of the villages and towns, under the guidance of the major national strategic approach to building a new socialist countryside and a moderate prosperous society, a series of focus is determined by the construction and development which is creating civilized ecological villages, speeding up construction of rural infrastructure, renovating dilapidated buildings in rural areas and strengthening village ecological environment. The village and town construction standard system is of important guiding significance for the village and town construction activities, appropriate and timely standard system can optimize the allocation of resources, expand the size of the market, reduce market failures and improve the efficiency and effectiveness of the market. And single, lagging standard system will reduce the efficiency of village and town construction activities, resulting in a waste of resources and to have a negative impact on the development of the rural economy. In the implementation process of the standard system, the performance evaluation model is applied to feeding back the effect of implementation of the standard system, achieving self-improvement and dynamic adjustment of the standard system and in favor of the better play to constraints and support security role.On the basis of the relevant basic theory of performance evaluation, rich connotation of the implementation of the performance evaluation was elaborated which laid the foundation for the evaluation. The performance was expressed in three dimensions which were the feedback dimension, the effect dimension as well as benefits dimension. And a three-dimensional framework of performance of village and town standard system was established. Then according to the market equilibrium and input-output theory, theory of measurement expression of the performance was introduced. Based on analysis of the principles of constructing index system, the performance evaluation index system was constructed covering three dimensions of feedback, effects, and benefits. Furthermore, detailed connotations of10secondary indicators and37third-level indicators were analyzed. The set value iteration method and entropy method was used to determine the weight of the evaluation index. The fuzzy matter-element analysis which combined fuzzy theory and matter element theory was used to evaluate the performance of the standard system and the performance evaluation model was established. Finally, according to the actual status of the standard system for China’s villages and towns, targeted measures, strategies and recommendations were proposed to enhance the performance of standard system.The establishment of performance evaluation model of towns and villages standard system provided a viable technology path for the performance evaluation of the standard system, ensuring effective implementation and scientific building and running of China’s village and town standard system, promoting the development of standardization of China’s village and town. |
