Skilled Talents is the impetus is to promote thedevelopment of enterprises. Skilled talents in State-owned manufacturingenterprises is the mainstream to promote of the development of enterprises,and the training of skilled talents is an important element of modernbusiness management. It is a new type of management theory and managementsystems following the traditional personnel management. From a practicalperspective, Foreign-funded enterprises in China is growing rapidly andthey have increasingly implemented staff localization policy in order tooperate effectively. They have imperceptibly taken on the skilled talentscompetition with domestic enterprises, particularly state-ownedmanufacturing companies. State-owned manufacturing enterprises would bein a passive position in the competition for talents if there were noeffective measures to deal with. The object of the study is the trainingand development of skilled talents in state-owned manufacturingenterprises and the focus is on the strategy study of the skilled personneltraining in the enterprises. This paper first introduces the basic theoryof human resources management and then analyzes the present situation andproblems of skilled talents in state-owned manufacturing enterprises basedon the investigation report. And finally propose the measures of improvingthe training of the skilled talents. The study aims to analyze the presentsituation of skilled talents in state-owned manufacturing enterprises andput forward the solutions based on the human resources management theoriesand typical cases.Skills talents are an important part of human resources in enterprisesand competition between enterprises is essentially talent competition. Inthe context of the current severe shortage of skilled talents in state-owned manufacturing enterprises, to strengthen the cultivation of skilledtalents in state-owned manufacturing enterprises is of importanttheoretical and practical guiding significance to enhance the corecompetitiveness of state-owned manufacturing enterprises and consolidateour power status.The paper proposes the following solutions based on the related studyand investigation:1. to create a good environment for skills development.2. to establish the ideas and system of skilled personnel selection andtraining and provide them with growth opportunity.3. to establish theincentive mechanism of skilled personnel.4. to improve the system andmethods of skilled personnel training.
