Research On Incentive Mechanism Of The Development Of Low Carbon Of Hospitality Industry In Hainan Province

With the construction of Hainan International Tourism Island, the tourism industry of Hainan province is more and more flourish. As one of the three pillars of tourism industry, hospitality industry has obtained the rapid development of Hainan province. However, in the condition of constructing the ecology province, the low carbon management level of Hainan’ hospitality industry is still low. Carbon emissions in the hospitality industry has become the important source of greenhouse gases of tourism industry,because of its serious energy consumption and the waste of resource.In the background of advocating low carbon economy in the whole world, low carbon is the basic way of sustainable development of hospitality in Hainan Province. As tourism is the pillar industry of Hainan Province, the low carbonization development of hotel industry is significant to optimize the environment of international tourism island, and to promote the construction of ecological civilization and the beautiful China.By combining the method of theoretical analysis and empirical analysis, article research the incentive mechanism of low carbonization development of hospitality industry in Hainan Province. In the form of questionnaire, survey272public and234hotel staff to study the status of hospitality low carbonization of Hainan province. In addition, aiming at the restricting factors of low carbonation of hotel, survey104senior leadership of the hotels through questionnaire and obtained the influence factors of the low carbon development by factor analysis and frequency analysis methods.In particular,the paper found that the government’penalities, fiscal policy and legislation are the key factors to the low carbonization development of Hainan’ hospitality industry.According to the results of the analysis, build the government incentive mechanism model that centered on the hospitality clean development mechanism and carbon trading mechanism guided by the principal-agent theory. At last, this paper put forward the the guarantee measures for the operation of incentive mechanism through strengthening the functions of the government, playing the role of industry associations, strengthening the publicity of low carbon hotel and accelerating low carbon hotel personnel training.Low carbon economy is a new field and low carbon problem research is still the frontier and hot research at home and abroad.Currently, most of the academic articles are confined to the introduction of low carbon hotel and low carbon equipment, Research from the perspective of the government and incentives or quantitative research is few, the depth of the research is not enough to meet the needs of practical work. This paper not only enriches research contents of perfecting the theory of low carbon hotel, but also provides factual basis for the government departments to formulate effective regulations, to promote low carbon development of hospitality industry in Hainan Province.
