Tourism has become a type of "energy density" industry, with emissions ofgreenhouse gases from the consumption of resources and energy in the process oftourism. The country puts forward the strategy of energy conservation and emissionsreduction, encouraging tourism development in low carbon and sustainabledevelopment model, with greenhouse gases’ significant negative effect on theenvironment. However, we experience challenge that if low carbon tourism canensure consumers’ satisfaction at the same time increase tourism income.This article makes two core concepts of low-carbon tourism and tourismconsumption analysis low-carbon tourism theory and stakeholder theory at home andabroad, based on stakeholder theory. The paper uses a series of research methods,such as literature analysis, survey and statistical research methods, qualitativeresearch method and case to empirical research to make research on low-carbontourism consumption and low-carbon economy. Using Hainan Island as an example,the paper analyzes the present situation of tourism and low-carbon tourism, anddiscusses the tourism destination, tourism operators, local residents and tourismconsumers’ low-carbon behavior and low-carbon attitude about Hainan Island. Basingon these researches, the paper puts forward the path and policy system of low-carbontourism transformation in Hainan; promotes tourism consumption and tourismeconomy developing sustainably together. The main conclusions of this paper are asfollows:The paper summarizes a "dilemma" problem that how to balance low-carbontourism consumption and low-carbon economic growth the tourist satisfaction, withlow-carbon consumption and low-carbon tourism becoming academic hot spots.Using Hainan Island as a case study which is a sea island tourist destination, the paperbasing on the stakeholder and game theory summarized local government’s low-carbon behavior, local residents’ supervision behavior, tourism operators’ low-carbonbehavior and tourism consumers’ practice behavior of low-carbon, concluding low-carbon transformation paths. The paper also suggested making market mechanism,regulation policy, low-carbon tax system, low carbon legal regulation policy and aseries of low-carbon policy, in order to promote Hainan low-carbon tourismconsumption and tourism economy developing in a balanced and sustainable way.
