As a central province in China, the coal reserves in Shanxi is very rich, so many people call it coal country. From Qing dynasty, Shanxi’ coal has made contribution for development of national economy. After the founding of new Chinese in1949, Shanxi played a more important role in national economy and provided basic energy for many other provinces.Due to the unique geographical advantages and the "much of coal, lack of oil, and less gas" energy background in our country, Shanxi will occupy a major position in energy supply for a long period in future.Along with global economy development and China’s accession to WTO, Shanxi’s economic situation is influenced more and more by global economy. As the pillar industry in Shanxi, coal industry will easily impacted by global economy, so influenced overall economic situation in Shanxi. In2008, for example, the global economic crisis made economic development in Shanxi slower. At the same time, the long-term development of coal industry also brought negative effects for Shanxi Province. Firstly, economic structure in Shanxi is one fold, and this will hinder economic development; Secondly, environmental problems has been more and more serious, impacting people’s life; thirdly, because of different scales of coal enterprises, safety accidents often appeared. In order to improve this situation, Shanxi provincial government launched a series of policy in2008, with the purpose of resources integration for coal industry. The government wanted to realize transformation and spanning development of the coal industry using government power and market power.Based on the background of coal integration in Shanxi, this paper chose XS Coal Company which is a subsidiary of Luan group as an example. Through field investigation in the company and theory of strategic management, the paper discussed external business environment and internal resources of the company, external environment analysis using the PEST method. Then the article introduced competition structure of coal industry by Five Forces model. Finally the paper analyzed XS Company’s comprehensive environment using SWOT method. Based on this, combined with enterprise’s development guidelines and basic principles, the paper made the company’s development direction and goal clear and put forward the enterprise should pay attention to the construction of human resource management, information, enterprise’s culture, and science and technology innovation to realize the strategic target.
