The China's eleventh five-year plan of coal industry made it clear that the coal industry will focus on integration and orderly development, and the implementation of small coal mines'integration, so China's coal industry is in the rapid development of enterprise restructuring currently. However, through many analyses we find that the corporate restructuring performance is not optimistic, one of the main reasons is the enterprise didn't carry on effective human resource integration in the initial restructuring. Therefore it is outstanding to study human resource integration in the initial restructuring of the coal enterprises.The thesis is mainly applied to thoroughly study the problems of human resource integration in the initial restructuring of the coal enterprises.Firstly, the paper has defined the human resource integration in the initial restructuring of the coal companies and analysis of its characteristics and principles; Secondly, the article analyzes the human resource risk induced by the initial restructuring of the coal companies and the five problems caused by merger, such as disturbance of psychological contracts,uneven levels and quality of personnel and lack of professionals,employees of subsidiary enterprises salary conflicts,culture conflicts,the problems of staff positions change and redundancies brought by the Organizational structure conflicts and their corresponding reasons; then setting up an evaluation system of human resource integration, using the analytical hierarchy process and linguistic aggregation operator appraise the result, and evaluated HN coal and chemical group's human resource integration effects in the beginning of the restructuring, meanwhile summarizes corresponding countermeasures; Finally, the paper proposed the human resource strategy from six aspects for the initial restructuring of the coal companies, such as building psychological contract balance, retaining key employees and the redundancy processing, adjusting the organizational structure, establishing an effective incentive pay system, promoting the enterprise culture integration and the establishment of staff training and development system.The thesis will be becoming a theory frame and an operation model to the practices of human resource integration in the initial restructuring of the coal companies.
