The Analysis Of Chinese Governmental Responsibility In Food Safety Management

The problem of food safety is one of the hot issues of national concern, the aggravation of environmental pollution, pesticides and veterinary drugs feed is not scientific use, food additives abuse, and new technology emerging new technology and so on to food safety management challenges. A number of food safety events in China in recent years occurred, such as the poison rice events, poison leek, expansion of watermelon, MengNiu milk events etc. People send out "what can eat?" These food safety incidents highlight the serious problems of food safety in china. At the same time,has also exposed Chinese Government in the food safety management shortcomings, the vacancy problem in the performance management of food safety responsibility. Based on the reference to domestic and foreign related research, through the analysis of current situation of food safety, further exploring the manifestations and causes of lack of government responsibility in food safety management, put forward to improve the way government in food safety management responsibility. The main research methods of this paper include three kinds:literature research method, first collected the materials to analyze the responsibility of the government authority and the strengthen of national food safety management to conduct a comprehensive deeply analysis; analysis of overall analysis and case,2010-2011food events as an example to analyse the features and causes of our government responsibility in food safety management problems; comparative analysis method, to fulfill the responsibility of the government compared to domestic and international food safety, to find the gap and to absorbing advanced experiences.The paper is made up five parts. The first part is the analysis the definition of food safety and government responsibility theory. The second analyses the problems and reasons for government responsibility in food safety management on the basis of analysis of the present situation about food safety management. This paper looks for the ways to improve the government responsibility in food safety management. Finally, the paper point out that government should improve food management by changing management system, law system, technical system and information disclosure system.
