It is a hot and difficult subject in the field of food safety supervision in China to evaluate food safety level. The application of scientific food safety evaluation index with high performance is the key point in food safety evaluation. The supervision departments still use the traditional violation ratio evaluation which has the advantages of reliability, objectivity and simplicity, but has low identifiability. To compensate for this shortcoming, this paper constructs the Food Safety Index with reliability, objectivity, simplicity and identifiability, and application research.Focusing on constructing the food safety index, this paper reviews the domestic and abroad literatures related to food safety evaluation and analyzes the comprehensive evaluation, data mining, index theory and other relevant theories and methods, in order to provide a scientific basis for constructing a food safety index with high performance. At the same time, from the perspective of evaluation object and regulatory object, this paper analyzes the implication of food safety, discusses the relationship between food safety influencing factors and food safety hazards and distinguishes different natures of food hazards and food influencing factors, to provide the basis for selection of food safety evaluation objects. Based on this and other relevant theories and methods, this paper researches and proposes the construction principles, index system and computing method of food safety index in order to construct the food safety index meeting the requirements of reliability, objectivity, simplicity and identifiability. Based on centroid angle theories and methods, this paper conducts the research of food safety evaluation target model. It uses food safety testing data to carry out multiple implementations and multiple performances verification and analysis on food safety index. Meanwhile, this paper uses regression model and artificial neural network model to apply food safety index in food safety trend predication and makes policy advices in the construction and release of an authoritative food safety index.The main conclusions of this paper are as follows:(1) Although current subjective evaluation methods can provide comprehensive and detailed information compared to traditional violation ratio evaluation method, they have drawbacks of complicated calculation, unreliable information, non-objective evaluation and less identifiability.(2) Only the food safety index based on the principles of "substance determination","quantity determination","limit determination" and "information comprehensivization" proposed by this paper can have a corresponding "reliability","objectivity","simplicity" and "identifiability".(3) The food safety index considering "violation ratio" and "violation degree", which are key attributes describing food safety, has higher identifiability.(4) The "violation degree" evaluation index and food safety index can deal with test value with the requirements of positive limit and negative limit and have high data applicability to meet the requirements of the supervision departments on evaluation information.(5) The application in food safety supervision shows that the food safety index constructed in this paper has greater ability to identify influencing factors than that of traditional violation ratio index and has significant warning ability.The innovations of this paper include:(1) The "food safety index" with "four properties" is a reliability, objectivity, simplicity and identifiability index. Based on food safety limit standards and two unweighted evaluation indexes "violation ratio"(C) and "violation degree"(D), this paper constructs the food safety index, It can provide evaluation information on the frequency and size of unsafe food and response the change of violation ratio or violation degree with (?)2times sensitivity, which is better than violation ratio index, and it has advantages of simplicity, reliability, objectivity and identifiability, which also is better than other common comprehensive indexes.(2) This paper proposes a "target model" for food safety evaluation. According to centroid angle theory for identifying target, the target tool is constructed through using "violation ratio" and "violation degree" as transverse and longitudinal axis and using concentric zones to identify the risk level of food safety, and represents the beam (OR) length from the origin. Compared with one way index, it has higher and more comprehensive food safety risks distinguish ability and can support the supervision departments and improve the decision efficiency.(3) This paper proposes an identification method of food safety key subject behavior. Based on food safety index and combined with regression model, this paper proposes a regression method of identifying key subject behavior in food safety, which has greater identification ability of key subject behavior compared with violation ratio regression method.
