In recent years, many practical problems have emerged in succession as a resultof continuous opening financial market and constant development of financial reform.For instance, interest rate liberalization, financial disintermediation, diversification ofclients’ demands, etc. Meanwhile, some problems like serious homogenization ofdomestic commercial banks’ products, single profit model and complicated businessprocess, also need to be solved. Facing such external and internal circumstance,people begin to focus on how domestic commercial banks, particularly ones in thecities, deal with the dilemma. In order to gain competitive advantages in such a socialcontext, many banks keep developing their products and promoting qualities of theirservices. In order to accomplish these goals, a number of banks begin to focus onbusiness process reengineering.This thesis first introduces the topic background, research methods and structure,then summarizes the business process reengineering. After that it has analyzed thecurrent situation of the business process reengineering of both domestic and foreigncommercial banks, and summarized the four principles which are abide by thebusiness process reengineering. The thesis has conducted analysis of existing businessprocess of city commercial banks, and pointed out the problems in the aspects oforganization as well as management and actual counter operation of the currentbusiness process. These problems force the city commercial banks to conduct counterbusiness process reengineering. In order to achieve the goal of improving the workingefficiency of counter, perfecting the risk control system, building the advancedinformation technology system and continuously optimizing the reengineering project,in the design of the new counter business process, the former, middle and backcounter, the three-level organization and management system has been set up. It alsoexplicit the functions of departments at all levels and separates the former and backcounter business so as to realize the assembly line work process which are backcounter industrialized. At the end of the thesis, I design the detailed steps on theimplementation of the scheme, including building reengineering team, makingreengineering plan, pilot-running the new process etc. In order to ensure the smooth operation of the reengineering project implementation, the banks still need to optimizethe personnel configuration, to conduct professional training for employees, and tobring in advanced information technology support.
