Food safety has always been a major issue in China over the past few years. Recently, even though the government has spent much effort enforcing the supervision and regulation, improvement in this area has been minimal. The very fact that it is still not uncommon for restaurants to use "waste oil" makes it clear that the supervisory and regulatory system in China still has a lot of room to improve. Issues need to be addressed include, but are not limited to the lack of diversity, coordination and communication between supervising agencies and the inefficiencies these issues bring about.Lacks of governance concentration and globalization in the21st Century have led to the overlap of regions under governance and unclear assignment of responsibilities. These phenomena have accelerated the transition from the traditional administrative structure to the current cooperative supervisory and regulatory mechanism that relies heavily on communication and network between different governing entities. This mechanism, if implemented well, could make a significant difference to the well-being of our people. This paper will focus on the implementation of this new mechanism through communication between regulatory agencies to construct a strategy that deals with China’s food safety supervisory and regulatory issues.The paper is based on the mechanism of a cooperative administration and regulation. The introduction presents the background and significance of the research, and reviews some of the literatures published on this topic. The paper consists of three sections. The first section introduces the concepts and theory regarding food safety, government supervision and cooperative regulation. By analyzing the "waste oil" event, the second section addresses the existing problems of current regulations on food safety and the causes of those problems. The last section of the paper presents the measures should be taken to resolve the issue on food safety supervision and regulation.
