Improve The New Rural Cooperative Medical Care System In Xinjiang

To establish a perfect new rural cooperative medical system in Xinjiang plays a significant role in constructing new socialist countryside, improving the health level of the farmers and herdsmen and promoting stability in Xinjiang. Xinjiang is the frontier minority areas, the new rural cooperative medical system through a series of pilot work, it has obtained some achievement in the aspects of protect the rights and interests of farmers, reducing the burden and solve some practical problems. However, it is still in the bud, not deep enough for the theoretical research in this area. There still exsit some problems, such as some irrational compensation system, health resources in short supply, peasants’ weak consciousness of health protection, lack of supervision mechanism and effective legal basis in system operation process. Therefore, we need to strengthen the research depth in operation and development of new rural cooperative medical system in Xinjiang, and explore a sustainable development road in accordance with the local socio-economic development level as well as the peasants’ medical demands.According to the spirit of regional autonomy policy and the Central Working Conference on Xinjiang, the importance of the construction of social development and the urgency of the prominent, therefore based on the new rural cooperative medical system in the basic theory and other related content introduction, emphasizes the basic system at the national level of the new rural cooperative medical system should be consistent, there are differences between different regions of the specific mode of national health insurance, in order to realize the unity of urban and rural as the ultimate goal, which is combined with the actual conditions of each region and each step in understanding after the inevitable choice of constructing and implementing the new rural cooperative medical system. Then this paper introduces the theoretical foundation of the new rural cooperative medical care system, discusses the development process and achievements of the rural cooperative medical care system in Xinjiang, expounds the current situation, and then point out the problems the new rural cooperative medical care system in Xinjiang exist, combined with the practical experience of foreign rural medical security system, puts forward some thoughts and proposals according to the problems that mentioned above, mainly considered to the following aspects:the scientific stability of the funding mechanisms, the quantity and quality level of health resources supply, the constant improvement of reimbursement system, the enhancement of the awareness of the public health insurance, the regulatory mechanisms, as well as the establishment of legal norms.The empirical analysis shows that to establish consummate new rural cooperative medical care system in Xinjiang, on the one hand, to provide basic medical security for peasants, reduce the burden of health care costs, and alleviate the rural poverty caused by sickness and difficult treatment. On the other hand, to lead peasants dealing with reasonable health investment, improve health level, make rational use of rural health resources, promote the development of health services in rural areas, and eventually consider Xinjiang as the "experimental field" of the new rural cooperative medical care system in national minority areas or border areas, provide forceful safeguard for promoting the coordinated development of urban and rural regions, stability in border areas and whole society, as well as national unity.
