Affected by various factors of local social security level is relatively backward. Income level is low and the social security level of a serious impact on the social stability and further development. So in the new situation Xinjiang have must establish the new cooperative medical system. it is will be an extremely important. The establishment of new rural cooperative medical system can prevent the herdsmen in Xinjiang due to poverty caused by illness, can also protect rural productivity, promote rural economic development in the region. For the medical level is not developed in Xinjiang for making the new rural cooperative medical policy has profound significance and necessity of the very large. Since the the new rural cooperative medical system is esteblement for Xinjiang. although the development of this area to the influence of some positive effect and good but because of restriction factors in each by the geographical, political, economic, cultural and other aspects of the problems and shortcomings, showing a lot of problems and drawback. In order to make the new rural cooperative medical system operation, for local farmers to better service, the reason must find out existing problems and puts forward the feasibility of the solution is particularly important.The Gullawat village is a typical Uyghur community in south Xinjiang. in order to get the new Xinjiang Farmers Participation and related data of the Gulawat village investigation is feasible. In this paper, the Gulawat village of54rural households,250people were investigated, in the village of new rural cooperative medical system is analyzed, mainly on the participation rate, the income level of farmers, farmers’ intention, participation of farmers, farmers satisfaction of service attitude of medical institutions, medical expense and some aspects of investigation, find out the defects and problems. The main problems of medical infrastructure is farmers economic incom is poor, the medical price is incresingly expenses, reimbursement ratio is low, farmers participating enthusiasm is not high, high threshold of hospital reimbursement, reimbursement procedures complicated low line cap etc. alsoThere has a further analysis of the causes of problems, the main reason is financing, farmers and herdsmen lack of awareness, lack of health knowledge, language and traditional religious factors etc. And then put forward the corresponding countermeasures and suggestions. The author believes that it is necessary to improve the system from the following aspects, can help peoples healthy life and economic development:to strengthen the local farmers participating consciousness, improve the implementation of the economic level of peasants, scientific design new case, efforts to improve the medical health service quality and hardware facilities, solve the treat expensive problems, the development of minority pharmaceutical industry, improve the management, spread use the medical insurance card.In this paper, through empirical research methods, the actual situation of the Gulawat village conducted a survey analysis, understand the village farmers participation in new rural cooperative medical and some problems.
