Research On The Working Of New Rural Cooperative Medical Scheme

The health of farmers is not only related to the development of China's rural economy, but also related to the stability and harmony of the whole society. Rural cooperative medical care, as the main body of rural medical security, has always been an important driving force to ensure the health of farmers and improve the living standards of farmers. On China, the new rural cooperative medical care was implemented in 2003, and it has received strong support from all levels of government departments and extensive participation of farmers, and made some achievements in rural health service and workforce development.However,there is extensive management and slow development in the new rural cooperative medical care because of large population and various conditions.In the specific operation process, there are many problems, such as difficulty in financing, poor fairness, the absence of government responsibility, and so on. So it is urgent to further improve and perfect the new rural cooperative medical system, in order to improve the level of rural health service, reduce the physical and economic impact from all kinds of diseases.In this paper, according to the logical thinking of bring up the problem-analysis the problem-solve the problem, to discuss the operation of the new rural cooperative medical system in china.The first part introduces the background and significance of this paper, the research results and summary of domestic and foreign scholars, the basic ideas and the main content of the article, as well as the research methods and innovations.The second part discusses the development course of the traditional rural cooperative medical system before and after the reform and opening up, and emphatically analyzes the structure, characteristics and functions of the new rural cooperative medical system, and the theoretical basis for its improvement.The third part analyses the achievements, main problems and reasons of new rural cooperative medical system based on the "double ten mode" of Youxian.The fourth part proposed some countermeasures and suggestions: the first is to strengthen the construction of the government responsibility; the second is to optimize the financing mechanism; the third is to strengthen the construction of resource equalization; the fourth is to construct the scientific supervision mechanism,in order to provide some guidance and reference for the optimization of the new rural cooperative medical system in our country.
