As the aftermath of the2008financial crisis, and the influx of hot money and financial institutions in foreign countries, Chinese commercial banks are facing unprecedented challenges, so that they have to adjust the strategy, to snatch the market, and maintain a competitive advantage. Because the gap of savings and loan is the main profit sources, the large commercial banks have expanded Customer Manager Team, and encouraged them to step out of the office for marketing. However, due to the limits in operating region and the work standards, the numbers of tellers are gradually reduced, to achieve proportion between "field employees-customer manager" and "back office employees-teller" for1:1. Except for encouraging the customer managers to step out for marketing, how to break the simple evaluation in volume of business, and improve the service quality and efficiency of tellers within the limited working space and work standards, become major focus for commercial banks to obtain higher profits and brand-building. However, in the performance appraisal system, establishment of qualitative indicators and assessment is easy to be replaced by a quantitative assessment, because of inability to provide quantitative data, and significant impact assessment the main subjective.In the early21st century of financial industry rapid development, it was mature to evaluate the tellers in quantification, but qualitative inspections was neglected because of the inflation development of business, such as service attitude, grade of service and service efficiency. But after financial crisis, the financial industry gradually entered the bottleneck time of business development, the attention degrees of these stationary indices also increasingly expanded. The common staffs stationary index inspection, is different with the medium echelon cadre, is far with the commercial bank strategy. Therefore, the evaluation should first embark from the teller work content, namely through the work analysis to establish the foundation for tellers’ performance appraisal. This article will take the work analysis as the breakthrough point, hoping to establish perfectly, comprehensive, and operational commercial bank teller performance appraisal system.
