While in the21stcentury, with the economic globalization and rapid developmentof information technology and knowledge-based economy, the financial industry isincreasingly competitive, and commercial banks have to ask benefit frommanagement. Finishing the stock reform and public, the old organizational structureof state-owned commercial banks is to block the efficiency improvation. The lowlevel of performance management is difficult to adapt to the increasingly fiercemarket completion. Therefore it’s need to transform the management system andoperational mechanism, and to reconstruct the performance management system.The paper takes the theory and case studies, to analyse the existing managementsystem of a state-owned commercial bank in Wenzhou. According to the value andrisk core, advanced, incentive, continuity of design principles, the paper design thethree-tier structure performance management target system of overall strategicobjectives, sectoral objectives and position objectives, with fishbone diagram visually.Identifie the internal organs departments and their responsibilities of Wenzhou branch,in accordance with the principles of customer-oriented, process efficient, control risk,streamlining the organization. Set up a position assessment of six elements:knowledge and skills, influence and responsibility, problem-solving and decisionmarking, management and supervision, communication skills and work environment.Identify the assessment criteria, grading scores and weights of elements and designthe assessment procedures and methods of position.Purpose of this paper is hoping to establish a performance management system tocomply with a state-owned commercial banks in Wenzhou Branch status quo, andgradually to improve according long-term operation and continuously promote staffperformance, and ultimately to promote the continuous improvement of the branchagency performance. And get the development of win-win results of employeespersonal career and banking organizations development. Thereforce, hope to providea reference of our existing management system of commercial banks.
