The migrant workers training subsidies, in order to improve the rural labor quality.However, since the provisions on migrant workers training funds is unclear, unknownpowers and responsibilities, supervise the anomie, not be earmarked, makes this aims tobenefit the masses "livelihood projects" has become some money-making tool.Accordingto statistics, the biggest beneficiaries of migrant workers training funds of the centralfinance is the training department, rather than the need to help migrant workers.Due to theinsufficient attention to the training of migrant workers, the lack of awareness of serviceand the public consciousness, where some of the so-called training just for field throughcomplete the instruction, the training effect is not ideal.The purpose of this paper is to putforward countermeasures to solve these problems.The first part is introduction, presents the writing background, significance,summarizes the domestic and foreign research situation, defines the related concepts.Thesecond part analyzes the theory and the status of migrant workers training at present andits capital management theory, to provide theoretical guidance for migrant workerstraining funds management.The third part is to clarify the migrant workers training fundsmanagement in practice and problems, mainly displays in: all levels of government fundedthe unclear division of responsibilities, financial support is not central government subsidy;migrant workers training funds do not have accounts accounting, special fund is special;despise the guiding ideology which leads to ineffective implementation of managementsystem, management of infrastructure is not perfect, especially the labor market networkdatabase is single; the use of funds of violation of discipline, make sunshine training feesis not the sun; the lack of risk awareness, for the benefit of small funds deposited nonstate-owned bank; Distribution of the provincial people’s government and the Departmentof rural labor force training funds and lack of objectivity and scientific basis. Then furtheranalysis of the causes of problems--A, over-concentration of power, leave a lot of roomfor corruption.Two, the threshold is too low, to illegal speculators left anopportunity.Three, examination and just look at the figures, not heavy effect; prepareshortage, making training to become a mere formality.Four, the use of funds managementsystem to be perfected, supervision needs to be strengthened. The fourth part puts forwardsome countermeasures:(a) from the input, the government should increase financial input,provide free occupation training of migrant workers; the rational allocation of three training subject of cost sharing.(two) from the laws and regulations, system, strengtheningthe legal system, policy guidance; the establishment of enterprise purchasing power oftraining mechanism; the establishment of migrant workers training special funds, set upspecial accounts accounting.(three) management approach, standardized financialmanagement, revenue and expenditure loopholes blockage, strike illegal crime; strengthensupervision mechanism, enrich the means of supervision, supervision blind area fill;further clarify the department responsibilities, quantitative standards; measures,innovation management training for competition, open market.
