Decoupling Between Industrialization And Ecological Environment In Huaihe River Basin: A Theoretical And Empirical Analysis

On the background of “Rise of central China”, a number of large andmedium-sized industrial cities have risen in Huaihe river basin. Coal chemicalindustry, building materials, machinery manufacturing and other heavy industrieshave been considerable developed in this area. At the same time, the environmentalpollution and ecological damage in Huaihe river basin is very serious, we are facingenvironmental challenges in the process of industrialization.First, based on the theories and methods in environmental economics,development economics, this paper analyzes the decoupling betweenindustrialization and ecological environment theoretically from the point of viewsof scale effect, technical effect and structural effect. Then this paper uses the dataof ecological environmental of11cities in Huaihe river Basin recent10years tobuild the synthetic environmental index (SEI) to evaluate the ecologicalenvironment quality of Huaihe river basin comprehensively. Then this paperanalyzes the decoupling relationship between industrialization and ecologicalenvironment in Huaihe river basin, and put forward a series of policy proposals toensure the coordinate development of industrialization and the ecologicalenvironment, and the decoupling between them come true as soon as possible.The results show: the industrialization and ecological environment in Huaiheriver basin from is not optimistic in total; the states of decoupling in Huainan City,Zaozhuang City, Xuzhou City, Suqian City are the most ideal, or, being improved.Even the comprehensive evaluation of ecological environment of Huainan city andZaozhuang city is poor, the reason is that their industries have risen, and in therelationship between ecological environment and industrialization is on the turningpoint, yet the absolute amount of pollution is lagest than other cities; the reasonwhy the state of decoupling in Suzhou City is not optimistic is that the small scaleof industry in Suzhou city results in less speed of second of industrial growth.
