Agricultural social service capacity is an important guarantee of professional cooperatives of farmers markets and modernization, and to a large extent reflects an organization’s core competencies. Facing the developing market economy and the changing demand, farmers cooperatives is lack of competitiveness, comparative low efficiency, the basis of vulnerability, staying power and so on. So that farmers cooperatives have been unable to meet the members of the cooperatives increasingly growth of the agricultural social service capacity needs. Under this historical context, in order to improve the ability of cooperatives agricultural social service, many countries, including China, have been using theoretical study and practical summary since1980s’. So that a number of policy recommendations had been raised correspondingly and achieved certain results. As far as China is concerned, it is supported that farmers’ cooperatives provide for agricultural production and management with low-cost, convenient, full range of social services. Research thought of this article is to establish evaluation index system, use Analytic Hierarchy Process to evaluate the farmers’ professional cooperatives agricultural social service capacity and make policy recommendations on Heilongjiang Province.Therefore, regarding Heilongjiang Province as research object which is a major agricultural and farmer cooperatives province, this paper evaluated the farmer professional cooperatives social service capabilities. The lack of Heilongjiang Province farmer cooperatives are carefully analysed in this regard in this paper which puts forward to address those opinions. The result not only has practical significance about promotion of farmers’ income and rural development, but also actively promotes the implementation of the spirit of the Central Policy.This paper consists of six chapters. Chapter1pointed out the background, purpose and significance of literature overview and summary of the research status quo at home and abroad. The technical route and methods were given too. The2nd chapter is on farmers’ professional cooperatives social services as defined in the theoretical connotation. It is the most fundamental theoretical basis of this paper and the key ensure to take advantage of the research direction. Chapter3summarizes the advanced social service experience of foreign cooperatives and then introduced the four typical cooperatives, which triggered some revelation to Heilongjiang. On the basis of the investigation of farmers’ professional cooperatives development in Heilongjiang Province, Chapter4summarizes the content of services and specific services for different types of co-operatives. And the Problems of Heilongjiang were proposed. Chapter5introduced the Analytic Hierarchy Process (AHP), established evaluation model in Heilongjiang Province Farmer Cooperatives agricultural social service capabilities to analyze, summarize the province reasons for the low co-service capabilities, and completed the analysis of the factors affecting. Based on the problems found in the surveys, quantitative analysis and the revelation at home and abroad, Chapter6accordingly gave suggestions about social service capacity of Heilongjiang Province farmers’ professional cooperatives.
