QL company in98years previously belonged to the Construction Bureau under the state-owned enterprises, restructuring after the development so far, the performance appraisal system is an extension of the previous form, business development is slow, remain stagnant. How to build a QL company employee performance appraisal system, has become the bottleneck of the development of the company to address its major task.This paper bases on the research background, research purpose and significance, according to the relevant theories of performance appraisal and the current situation of the development of QL company, QL company now performance appraisal situation analysis, pointed out that the company’s performance test uclear problems, such as the assessment of examination is not clearly defined, not enough depth, the contents of a single, inspection methods not just when the examination results, no response mechanism, evaluation results should be used adequately, and from the state-owned system influence, human resource management, deeper analysis of the current performance appraisal problems.considering th e realities of this company, the article designed a new programmeOn QL’s existing performance evaluation based on the analysis, combined with the actual situation of QL company, to build a new performance appraisal system. The new system design to broaden the performance level, scope, determine the evaluation main body, and according to the hierarchy of monthly organization performance evaluation. This system is based on the performance salary according to priority, performance design, according to the level of assessment, to the Department as the main body, fair, just principle, determined the position analysis, process analysis, weight distribution, theoretical basis, elements of investigation, process optimization, the accurate assessment and fuzzy evaluation of organic combination of performance evaluation index. In the performance evaluation system design process, developed a performance assessment of the specific implementation of the process, rules and methods, and the results of performance appraisal was carried out using the results of performance evaluation, utilization of salary design, as a staff appointment and training bases, employee recognition, making department and enterprise development of human resources planning, design of personal occupation career planning..Through the establishment of appropriate performance appraisal mechanism, strengthen propaganda, consummate the work analysis, create effective complaint mechanism, strengthen the cultural system construction and a series of measures, security of QL corporation performance appraisal system. Finally, the paper summed up, further research directions.
