With the rapid development of social economy, the power industry in China has changed from a sellers’market into a buyers’market. As the reform of system mechanism of power industry is deepening, China State Grid Corp has established "development strategy of building a Modern Corporation of good assets, strong power grid, quality service and excellent performance ", and defined the basic idea "of promoting development, emphasizing management, grasping team, and creating first-class". Based on that, the Corp put forward the ambitious goal of "constructing a top power grid and power enterprises" of the world. In order to realize the sustainable development of power-supplying enterprises, it is urgent for the Corp to strengthen human resources management and human resource planning and to put them on the agenda of strategic decisions.Based on the review of the basic theory of human resource management, this thesis explains the theoretical guidance for the study, analysis of present situation for the research to the enterprise human resources planning, combining the current situation of ND power supply the company’s human resources planning as an example, the use of literature research, questionnaire survey and empirical analysis, in-depth analysis on the current situation of human resources and analysis based on ND Power Supply Bureau, supply and demand prediction of human resources, the implementation of security measures, planning and development of human resources planning staff and to explore suitable for human resources planning of our country municipal power supply enterprises, in order to make the electric power enterprise human resource management and human resources planning and China State Grid Corp strategic goal of the enterprise combining objective. Through the human resources planning and data collection and investigation, establishing the organization, post setting, staff basic information, strategic planning, to the enterprise external environment and internal environment of the relevant documents, a diagnosis of defects existing in human resource development, human resource policy and management of enterprises. Methods and measures to promote the development of relevant policies.
