Study On The Supporting Systems And Typical Modes Of The Reclamation Modern Agricultural Demonstration Zones

Agricultural reclamation has been playing a significant role in exploring China’s agriculturalmodernization road, ensuring the supply of major agricultural products, driving the economicdevelopment of remote areas and protecting the security of the boundary areas. To carry out theconstruction of modern agricultural demonstration zones in the agricultural reclamation system is animportant channel to further play a demonstration effect of modern agricultural reclamation andpromote the income of farmers in surrounding areas. Since its founding in2006, the reclamationmodern agricultural demonstration zones have gained a lot of experiences by years of efforts;meanwhile, some problems constraining their development still existed. In this paper, targeted researchwork on how to continue to play the advantages of the reclamation modern agricultural demonstrationzones and solve the corresponding problems should be carried out as soon as possible so as to promote abetter and faster development of the demonstration zones.Having extensively drawn on the theoretical research of experts and scholars at home and abroad onthe development of modern agricultural reclamation and taken the100reclamation modern agriculturaldemonstration zones under construction as research subjects, this paper attempts to summarize theSupporting Systems and typical development modes of the reclamation modern agriculturaldemonstration zones. This paper also evaluates the developmental level of those demonstration zonesaccording to the evaluation index system and presents the lessons that various types of demonstrationzones could learn from the typical operation modes of the demonstration zones.On the basis of reviewing relative literature of modern agricultural reclamation and modernagricultural zones and according to the theory of growth pole, institutional innovation and high-techtransformation of traditional agriculture, this paper has defined the concept and features of agriculturalreclamation, agricultural demonstration zones and modern agricultural reclamation demonstration zones.By deep analysis of the current situation of the100reclamation modern agricultural demonstration zones,the research has shown that the demonstration zones were playing important exemplary and leadingroles to the surrounding areas and farmers in the field of the extension and transformation of scienti ficand technological achievements, the industrialization operation of agriculture and overall economicefficiency. While some factors that restricting their development still existed, such as the systemconstruction lagging behind, the level of the technological innovation, the relatively low quality of thelabor force and the imperfect social service system and so on.According to the three essential elements of economic growth (factors of production, total factorproductivity and systematic factors) in the theory of modern economic growth, this paper conducts theresearch on factors of production, system efficiency and total factor productivity in terms of the capitalinvestment supporting system, the talent supporting system, the policy supporting system, themanagement supporting system and the technical supporting system, respectively. Through the analysisand judgment of the elements that constitute the various demonstration zones, the relation between thefactors that affect the inside and the outside of the demonstration zones and the supporting system of action that the elements and the related factors impact on the development of modern agriculture in thedemonstration zones, the paper draws regular conclusions of the reclamation modern agriculturaldemonstration zones. The paper also introduces the three typical developmental modes of thereclamation modern agricultural demonstration zones which are the farm852in Heilongjiang as therepresentative mode of “the large scale farm+farmers”, the farm Yuhang in Zhejiang as therepresentative mode of “high-efficiency agriculture+demonstration base+farmers” and ShanghaiFlower Port as the representative mode of “urban modern agriculture+demonstration base+farmers”,carries on the analysis and research of mode connotation, main approach and effectiveness, and makesconclusions of the achievement.On the basis of the regular conclusion of the supporting systems and modes, the paper has establishedan evaluation index system through analysis hierarchy process and expert evaluating methodquantitatively analyzed the advantages and disadvantages in aspects of material inputs, science andtechnology support, industrial management, workers’living standard and demonstration radiation effect.The paper has also presented the lessons that the typical modes of the reclamation modern agriculturaldemonstration zones have shown to the demonstration zones with poor development condition in theaspects of the promotion and transformation of scientific and technological achievements bystandardized production, the improvement of agricultural output level by moderate scale operation, thedevelopment of high-efficiency agriculture by innovation agricultural production and managementmethods and the improvement of social services level by perfecting agricultural service system.Therefore, based on the specialty of agricultural reclamation the government and agriculturalreclamation related departments should further create a favorable policy environment, improve theability of comprehensive productivity, accelerate the progress of science and technology and cultivatenew agricultural business entities so as to achieve a better development of the reclamation modernagricultural demonstration zones.
