Some relational problems,including low economic benefits of grain production and standard food subsidies, weakagricultural base capacity, lagging agriculture compensation mechanism and the growingnatural environment pollution, and some reasons of low farmers’ enthusiasm, lack of nationalfunds for supporting agriculture, low investment for main food area and small amount ofcompensation from the main food sale area, are discussed in this text, to put forwardcountermeasures on improving grain production capacity in Shang Qiu. Large area ofmiddle-and-low-yielding fields are turned into the field of harvest that is square of the field,reticular forest, smooth roads, connected drains, and can be irrigated in drought and let out inflood, via strengthening the construction of agricultural infrastructure, and vigorouslyimplementing the agricultural comprehensive exploitation to come true the construction ofhigh standard farmland demonstration.
