Since 2004,the state has successively implemented the “three subsidies” policy of subsidies for improved crop varieties,direct subsidies for farmers,and comprehensive subsidies for agricultural materials,which are of great significance for increasing farmers' agricultural income and ensuring stable grain production and production.However,as China's social economy enters a new era,the effectiveness of the three subsidies is gradually declining,and there is an urgent need to make changes.In this context,the agricultural support protection subsidy policy was officially promulgated in May 2016,which marked the consolidation of the three subsidies into a comprehensive subsidy,which is intended to promote the large-scale operation of food crops and protect existing cultivated land.Ya'an City is located in the southwestern mountainous area of Sichuan Province.After three years of policy pilot and implementation work,what effect does the agricultural support protection subsidy policy have on agricultural development? What changes have occurred in the production behavior of farmers? What factors will affect the effect of policies on farmers' production behavior?In order to solve the above problems,this study uses the survey data of 767 grain farmers in Ya'an City to explore the effects and influencing factors of agricultural support protection subsidy policy based on agricultural policy theory,political communication theory and behavioral decision theory.This study first analyzes the changes in the cultivation of food crops before and after the implementation of the agricultural support protection subsidy policy from a macro perspective,but the data show that the implementation of the subsidy policy has not caused significant changes in the area and yield of food crops.On the micro level,with the goal of agricultural support protection subsidy policy as the orientation,taking the farmer's production behavior as the perspective,combined with the policy objectives to construct an effect evaluation model for the development of agricultural incentives and protection of cultivated land enthusiasm,and using the entropy weight TOPSIS evaluation method.Measure this effect.Secondly,the farmers develop agricultural incentives and protect the enthusiasm of cultivated land as the dependent variable group,taking the households' emotional and non-emotional characteristics,government behavior perception,subsidy policy satisfaction and other factors as the independent variable group,using the Ordered Probit model to find out the impact of agricultural support protection.A significant factor in the effectiveness of the subsidy policy.The study found that in the development of agricultural incentives for farmers,the most obvious behavior of farmers is to maintain the basic cultivated land area without reducing,but cannot guarantee the quality of basic cultivated land is not reduced;in the enthusiasm of farmers to protect cultivated land,the most obvious behavior of farmers is improved.Agricultural income,but the subsidy policy has the least impact on farmers' increased agricultural labor input.In addition,among the factors affecting the effect of policies,the gender,cadre status,health status,family subsidy amount,continuing agricultural will,satisfaction with subsidy standards,and government support for policies are more significant factors.Finally,the study proposes corresponding policy recommendations based on the actual situation.
