With the gradual deterioration of global environmental issues. the UK first proposed the concept of "low carbon economy" in the Energy White Paper "Our energy future:to create a low-carbon economy" in2003. After that, it caused highly concern in many countries, and the low-carbon economy has become the new mode of economic development of a country. As high-carbon enterprises, the iron and steel enterprises face more arduous task of energy saving and more stringent requirements of laws in the low-carbon economy, and suffer the plight of high prices of the raw materials and energy, and the rise of trade protection at the same time. As an important force in a country’s economy, the sustainable development and competitiveness of China’s steel industry will be severely constrained, and ultimately affect the healthy development of China’s national economy if the iron and steel enterprises do not change the development mode. Therefore, in the background of low-carbon economy, we need ugently establish a reasonable evaluation index system and evaluation method which is matched with the requirements of current ages to measure the competitiveness of China’s iron and steel enterprises, and put forward the corresponding improvement pathways to guide its sustainable development.On the basis of combing the relevant literature, this study uses innovatively low-carbon economy background in iron and steel enterprise competitiveness evaluation, then defines the content and source of the listed steel companies competitiveness based on low-carbon economy. According to that, the study replenishes and amends the original evaluation index system which regards economic efficiency of enterprises as the most important part, and includes the environmental and social benefits in the index system. So the study buildes China’s listed steel enterprise competitiveness evaluation index system including three aspects of economic competitiveness, environmental competitiveness, social competitiveness which contain a total of31indicators. Then uses entropy method to determine the index weight, and gets the iron and steel enterprises competitiveness score by using comprehensive index evaluation. At last, selectes representative eight listed iron and steel enterprises to conduct empirical research, trying to put forward the way to improve competitiveness of China’s listed steel enterprises which has great significance to the sustainable development of enterprises.This study mainly proposes the following conclusions:First, according to the analysis of the current state and trends of the steel industry, and the sources of iron and steel enterprises competitiveness, the study constructes listed steel enterprise competitiveness evaluation index system based on the low-carbon economy which is adapted to the requirements of the development trend of the times, so it’s conducive to the iron and steel enterprises to reasonable assessment of their competitiveness, and guides its alternative development;Second, from the results of the empirical analysis, it can be seen, the technology gap and the degree of fulfillment of social responsibility between the China’s listed steel companies are large from2009to2011, the focus of the competitiveness of enterprises has been gradually transferred to the environmental competitiveness;Finally, in the era of low-carbon economy, the competitiveness of China’s steel enterprises not only from the traditional economic benefits, only to enhance the environmental and social benefits, and take the economic, environmental and social benefits balance in the long run, it’ll improve the comprehensive competitiveness and for sustainable development.
