In order to prevent the deterioration of climate and environment, low carbon economy becomes a new kind of development model. The aim of low carbon economy is “low energy consumption, low emissions, and low pollution”. Iron and steel enterprises are important parts of our national economy, and play an important role in energy conservation and emission reduction. In recent years, the enterprises are faced excess production capacity and product unsalable, and their development model need to be transformed urgently. Low carbon economy has brought both opportunities and challenges to the development and transformation of iron and steel enterprises. If these enterprises want to adapt to the low carbon economy model to seek a new way to develop, they need to pay attention to low carbon economy from the strategic perspective, and add the low carbon economy factors into the performance evaluation system.This thesis is based on theories of low carbon economy and enterprise performance evaluation, and the influence of low carbon economy for iron and steel enterprises. It tries to construct the performance evaluation system of iron and steel enterprises under low carbon economy, and to do empirical analysis for this system. This study provides the support for the sustainable development of enterprises under low carbon economyThe main contents include:(1)This thesis discusses the impact that low carbon economy has to the iron and steel enterprises. Under low carbon economy, both the production environment and the performance evaluation are influenced seriously. The traditional performance evaluation systems do not consider the low carbon factors, and are not fit for the development under low carbon economy. So it is necessary to construct the performance evaluation system under low carbon economy.(2)This thesis constructs a performance evaluation system of iron and steel enterprise under low carbon economy. Considering the impact of low carbon economy on iron and steel enterprises, this thesis adds the low carbon factors into performance evaluation system.Based on the traditional balanced score card, this new system considers low-carbon factors, and uses economic value added to replace the profit. The new system of balanced score card includes four dimensions, finance, internal processes, corporate responsibility and low carbon development. AHP and fuzzy comprehensive evaluation method are used to evaluate the performance of enterprise, and the result of this system is analyzed in the end.(3)This thesis applies the performance evaluation system in the A Steel Corp for empirical analysis, and compares the actual performance with the evaluation results of the performance evaluation system, to verify the feasibility and rationality of the performance evaluation system.The innovation of this thesis mainly reflects on the addition of low carbon factors into the performance of iron and steel enterprises, and the use of economic value added to replace the profit, and the combination of AHP and fuzzy comprehensive evaluation method to evaluate the performance evaluation. Meanwhile, this thesis uses a case to illustrate the construction of performance evaluation system.
