In recent years, owing to the serious challenges from global climate change andfossil energy depletion, low carbon economy, as a dual solution to environmentalpreservation and economic growth, has drawn attention all over the world. Aiming atfuture international competition, the major economies have taken strategic actions tofoster their low-carbon industries and innovate and deploy their low-carbontechnologies. A factor analytical model has been developed to quantify the low-carboneconomic capability of major economies in the world including China, the UnitedStates and the United Kingdom. The findings can be used to predict the competitivesituation of world low-carbon economy and to identify China’s comparativeadvantages and disadvantages. Based on the findings, policy suggestions are made tostrengthen the international competitiveness of China’s low carbon economy. This paper is divided into the following five aspects: The first aspect named“Theoretical basis of the region’s economic competitiveness” mainly gives a briefexposition of the theory of national competitiveness, regional growth theory and othertheories based on regional economic theory, and lays the groundwork of establishingthe low-carbon economic competitiveness evaluation index system by means ofdiscussing the low-carbon economic competitiveness evaluation model. The secondpart is "The establishing of low-carbon economic competitiveness Index System”, inthis aspect the article firstly determine the principles of evaluation index system oflow-carbon economy and analysis carbon emissions affecting factors in-depth, drawthe conclusion that it includes energy efficiency, economic structure, the energystructure etc. On this basis, this paper tries to use technical methods to establish aviable indicator system, furthermore define and explain the indicators. The third partof this article has mainly talked about "Factor analysis on China’s low-carboneconomy competitiveness”. Firstly summarize the methods which are commonly usedfor analysis of low-carbon economic competitiveness, followed by a brief realization of factor analysis. Simultaneously, this article gives a brief review of currentdevelopment of low-carbon economy of countries involved in this article. At last thepaper complete data collection, standardization and forward processing on the basis ofindex system which has been already established, and implement factor analysis toreach conclusion of the level of national competitiveness ranking and evaluate thecompetitiveness on China’s developing of low carbon economy. The fourth aspectwith the name “Low-carbon economy competitiveness rankings of major countries inthe world and China’s competitiveness evaluation” compares the level ofcompetitiveness on the world’s major countries on the basis of the result drawn in thethird aspect and make a brief evaluation for each country’s score on each factor. Finally, this thesis investigates the advantages and disadvantages on China’s acquiringof low carbon economy development. The results showed that advantage factors forChina to enhance competitive of low-carbon economy including resourceendowments and policy attention, while the disadvantages are mainly consist ofunenlightened low-carbon technologies, low energy efficiency and the imperfectenergy structure. In the last part of this article “Policy recommendations to strengthenthe international competitiveness of China’s low carbon economy.” this papersummarizes the path to upgrade the international competitiveness of China’s lowcarbon economy on the basis of findings obtained above. And propose correspondingcountermeasures in terms of industrial structure, energy structure and internationalcooperation, etc.The innovation of this paper is establishing a practical indicator system tomeasure the overall level of international competitiveness on China’s low-carboneconomy on the basis of detailed empirical demonstration of factors which determinethe carbon emission, rather than analyze the structure of energy use and industryone-sided. This article reaches the conclusion that the overall level of China’slow-carbon economy through horizontal comparison among the countries involved aswell as the scores obtained on each factor in the view of international competitiveness, and launches the driven and restricts factors for China to develop its low-carboneconomy considering of the ranking of scores on each factor. By this, the paper analyzes the main question not only in the point of view, but also research in detailedanalysis. And articles are fully integrated the use of regional economics, regionalcompetition theory and technical methods to conduct a comprehensive analysis of theproblem, varieties of analytical tools are used to complement for each other, learnfrom each other aiming at avoiding the defects of one-sidedness of the analysis ofsingle analytical tools alone and enhancing the credibility of the paper.
