Government Behavior Research Of Rural Tourism Development:A Case Study Of ShangHang County

With strong growth in Fujian Province, rural tourism, rural tourism has become an important part of the construction of the West Strait West Fujian Tourism Economic Zone, is beneficial to the optimization of rural industrial structure, increase farmer income, improve the rural landscape, and promote the development of rural tourism, speeds up the socialism new rural, small town, beautiful village construction.Shanghang county is located in the southwest of Fujian Province, is located in the middle reaches of the Ting River, is one of the important birthplace of Hakka culture, the county Party committee and government, relying on the rich and colorful local culture, Hakka culture, folk culture, have extremely valuable farming civilization heritage and rural ecological tourism resources, through the planning guidance, policy support to promote the rapid development of the county rural tourism, have created the national ten big "county tourism star", Chinese landscape tourist town-Gutian, the national leisure agriculture and rural tourism demonstration sites-Wulong Village National Tourism brand.This paper uses the public goods theory, the theory of sustainable development in Shanghang county was analyzed through policy support, planning guidance, legal support, optimize the environment, marketing, intellectual support and promote local tourism development, points out the defects and problems of Shanghang government behavior in the development of the village traveling:administrative system is in chaos, slow market growth, policies and regulations facilities are not in place, the county government to the transformation of government functions, optimize the development of layout, accelerate the system reform, pay attention to ecological and environmental protection, to the innovation of marketing mode, the effective realization of the rural tourism resources development and management service, to better promote the healthy development of rural tourism.
