The supply of public goods in rural areas directly related to the status of the development of agricultural production and the stability of the life of the peasants, and the shortage of the supply of it has been the constraints of economic development bottleneck in the middle and western rural. In the various main body of the supply of public goods in rural areas, the village-level organizations play an irreplaceable status and role. It is not only the specific implementation and managers that all levels governments supply public goods to rural areas, but also the main organizers and bearers that the local villages or communities supply of public goods to themselves. However, the implementation of the reform of rural taxes and fees has two sides. For one side, it reduced the burden on peasants. At the same time, it has made financial village more trouble which has already been in trouble. So the village-level organizations operate more difficultly and the ability of the supply of public goods village will also shrink. Thus the problem of supply shortages of rural public goods has become more pronounced. Therefore, to the village for the case, from a financial perspective, the research of village financial shortage of villages affected the supply of public goods after the reform has certain practical significance.Firstly, this paper expounded the supply of public goods in rural areas and the evolution of the system, and analysed the case of L village in Henan province. This paper also analysed the changes in its financial base and the impact of operation of village-level organizations before and after the reform of taxes and fees, based on the methods of the concrete evidence and the contrast research and other three further parts of social security, irrigation conservancy facilities and social security. It was the financial village more trouble that led to the shortage of supply of public goods because of the reform of taxes and fees and this was why the village declined. Finally, it gave some policy recommendations related to the analysis of the above issues.
