Professional Development And Strategic Research Cooperative Herdsmen In Inner Mongolia

The herdsman dispersed operate which have small of production scale, low of organization degree and the degree of standardization of livestock products, it is greatly limiting the increase of herdsmen income and protection of grassland ecological environment. However, Herdsman Specialized Cooperatives is one of the most effective way of organization to solve this problem. Accordingly, in recent years, Herdsman Specialized Cooperatives have sprung up in all parts of the country, and showed the tendency of flourish.Who among them operating in good condition emerge in endlessly, which become an effective model of other Herdsman Specialized cooperative to learn, and it is the indispensable important content to improve the income of herdsmen and promote the construction of new pastoral.This text is to herdsman specialized cooperatives of Inner Mongolia pasture areas as the research object. Through interviewing with Inner Mongolia Department of agriculture and animal husbandry business management station and using the research method of empirical analysis and normative analysis, we understand the current situation of the development of Inner Mongolia farmers specialized cooperatives, and discover the problem which exist in cooperatives operating. First, it have the internal management problems. Second, it also have the problem of funds shortage. Third, democratic management mechanism is difficult to implement. Fourth, it is difficult to realize scale management in Pasture. Fifth, the comprehensive quality of members of cooperatives is low. On this basis, we select the herdsman specialized cooperatives in the animal husbandry professional cooperatives Hulennoor village in of Xinbarge Hulenboir city and Hari high Bi of Xilin Gol League East Ujimqin Banner, and analysis whose basic overview, specific practices of development and the results, Then we realized that there is a lot of valuable experience in the development of these two cooperatives. Finally, countermeasures and suggestions for the development of al farmers profession cooperatives were put forward. Specific recommendations are as follows:First, we should pay attention to solve the problem of fund shortage. Second, we should insist on the "three principles of the people", and choose the direction of cooperation which suit one’s measures to local conditions. Third, in the family contract responsibility system, it is necessary to encourage grassland scale operation. Fourth, some education and training actively should be carried out, which can improve their qualities. Fifth, we can actively strive for the support from the government and relevant departments. Sixth, the reform and innovation should be combined with the local culture.
