Study On Incereasing Income Of Herdsman In Zhaluteqi

Pastoral income problem is the core of "the three animal husbandry", and is the key to the overall economic and social development in pastoral areas, and is the key to building a new socialist pastoral areas. In October 2010, the author of this paper conducted a survey of local herdsman who lived in zhaluteqi Bayeer tuhushuo town and Arikunduleng town. According to the research, the author found that the slow income growth of herdsmen in zhaluteqi has become a major bottleneck to develop well-off society. Zhaluteqi government and and the majority of pastoralists focus on how to effectively improve the income of herders. this paper depend on the facts of the local research and the relevant statistics to analyse the income of Zhaluteqi herdsmen to identify the problems and the reasons, to put forward some useful countermeasures to make the herdsmen have a sustained, stable and rapid growth income. This article includes the following four parts:First, the introduction part. Introduces the research background, the significance, the related concepts, the review relevant research and the research methods.Second, the analysis of the income situation of Zhaluteqi pastoralists. It is based on the specific description and pastoralists income of Zhaluteqi, using relevant statistical data analyse Zhaluteqi herdsmen's income level, income structure, income growth trends, revenue growth, from the new century, to find out the problems.Third, the thesis analyzes the problems and causes existed in the herdsmen income growth in Zhaluteqi. By analyzing the situation of Zhaluteqi's pastoral income, the author finds that there are problems of the herdsmen income in Zhaluteqi, which include that the gaps among the pastoralists are large, income structure is single, income and consumption are imbalance, animal husbandry production costs are high, the cardinal number is small, the real increments are small. The paper also illustrates the reasons that impact on the pastoralists income increase, including the economic, institutional, weak infrastructure and low culture of herdsmen, which is the basis of proposing the strategies for sustained and rapid income growth of the herdsmen.Fourth, the paper proposes the strategies for the herdsmen income growth in Zhaluteqi. The first strategy is adjusting the animal husbandry structure and mining pastoral income growth potential. The first suggestion is to optimize animal husbandry structure to ensure the pastoral income obtained from the primary industry increase continuously and stably; the second suggestion is to develop the secondary and the tertiary industries to broaden sources of pastoral income growth; the third suggestion is to accelerate the industrialization of animal husbandly to enhance the competitiveness of animal husbandry continuously. The second strategy is to accelerate institutional innovation in the pastoral areas to provide the protection for pastoral income growth. The first suggestion is to break the urban-rural dual structure institutional to expand sources of herdsmen income growth; the second suggestion is to improve the financial system and the social security system of the pastoral areas; the third suggestion is to carry out benefiting-herdsmen policies to optimize the pastoral income growth environment; the fourth suggestion is to change the pattern of traditional animal husbandry production and management to ensure the pastoral income increase continuously. The third strategy is to strengthen infrastructure construction and ecological environmental protection to create a well material foundation and ecological environment for the development of animal husbandry production and economic. The last strategy is to improve personnel quality of working pastoralists and rely on the science and technology to develop the animal husbandry vigorously in order to achieve the herdsmen increase growth, and to improve and enhance the level and quality of pastoral life ultimately.
