Human resource has become the most significant strategy resource for the regional or enterprise development. Recently, the "Economic Zone" of Chuxiong has been developing bio-medicine as its key industry by taking advantage of the bio-resource, and enhancing the industry level effectively. In March2011, the "Medicine Park" of Chuxiong "Economic Zone" was granted as the high-level base for the innovation and entrepreneurship of human-resource. Chuxiong passed support policies, created industrial development model, enhanced infrastructure construction, attracted and cultivated talents, innovated industry incubation to promote enterprises cluster, industry cluster and human-resource cluster in the "Medicine Park". However, we can not ignore that there are still some unsoundness of the bio-medicine industry cluster and economic development structure in the "Medicine Park", especially the unsoundness of cultivating, attracting, retaining and utilizing human-resource, the difficulties of attracting high-level talents, the unobviousness of promotion effect, which constrained the rapid development of the "Medicine Park". This paper demonstrated the definition and significance of the high-level talents in Chuxiong "Economic Zone", analyzed theories of industry and human-resource clusters, built the theoretic model of human-resource clustering strategies carried out by goverments. Then, based on current human-resource management and the problem of human-resource of Chuxiong "Economic Zone", combined with the theoretic model of human-resource clustering, this paper proposed the solution for clustering the high-level talents, forecasted policy risk and created the mechanism for controlling and preventing risk.
