The Hasuhai Lake is located in TumoteZuo County,70km west of Hohhot, covering30square kilometers. It is the only fresh water lake in the Hohhot area. Formerly known as Halawusu, meaning blue water lake, it was named because of the blue color of the lake. Looking into the distance from Hasuhai Lake, you will see lake water and blue sky are blended into one color. Plants are everywhere and little boats can be seen here and there. There are old legends inherited from many minority nationalities. The legends have become part of this plain yet elegant water ink paintings of the lake. So it is known as "the West Lake of Saiwai". Hasuhai Lake tourism area was formally developed in the early1980s. It has gradually become a tourism area of entertainment, lake sightseeing, vacation, accommodation, and restaurants. It attracts a large number of tourists from Hohhot, Baotou, Erdos and Jin, Shan, Ji provinces. In2003it was named AAA grade tourism area by the National Tourism Administration. But in recent years, this tourism area lacks a clear strategic direction and software and hardware construction and has also other problems. That has made the operation into a difficult condition. Development has entered into stagnation.Tourism is a highly sensitive industry, impacted by external factors such as politics, economy and culture. With appropriate development strategy, and by adjusting the factors mentioned above, we can provide a good operation environment for the scenic development, get the Hasuhai Lake tourism area out of difficult condition, and help it get into fast and healthy development. This presents an urgent need of strategy for the tourist area.In this paper, we focus on the study of strategy for Hasuhai Lake tourism development, aiming to integrate existing tourism resources and remodel it into another attraction of Inner Mongolia travel, second only to grassland tourism. We will mainly analyze current opportunities and threats in Hasuhai Lake tourism area, based on the external environment; study internal resources and internal capacity to develop an internal strategy, and present the advantages and disadvantages of our strategy. We will refer to successful experience in similar tourism development, and use analytical methods and related theoretical knowledge we have learned in the classroom, to design a long term and sustainable strategy that is feasible to Hasuhai Lake. Based on the situation we have seen so far in Hasuhai Lake area, we will offer a development strategy and guideline, which will be the basis for future scenic development. At the same time, to ensure the effective implementation of the strategy, the paper will conclude with practical measures to transform strategy into execution, to gain long-term competitive advantage, and to achieve sustainable development of this scenic area.
