Since the global financial crisis in2008, the economies of western developed countries were suddenly fallen from the high-speed growth into vast wetlands. Under this background, the Basel Ⅲ was officially announced by the Basel committee in2010.The agreement becomes an indicator of the global financial regulatory reform, representing the latest reform efforts. The agreement proposes by improving the quality of commercial Banks’ capital, increasing the risk coverage, establishing counter-cyclical capital cushion and so on to improve the level of financial regulation and guard against systemic risk, to ensure that the financial sector has a safe, fair and efficient external environment, thus enhancing its ability to resist the financial crisis.China became a member of the Basel committee in2009. Under the influence of global financial regulatory reform, reform of banking regulation in our country has attracted the wide attention of international finance. Combined with China’s actual conditions, Banking regulatory commission (CBRC) put forward more strict banking regulatory framework than the Basel Ⅲ. By analyzing the theory changes of the old and the new Basel, and according to China’s reality, this paper reveals the changes of bank regulatory framework with Chinese characteristics. From positive and negative aspects analysis of the Basel Ⅲ’s influence on China’s banking industry, the corresponding countermeasures and suggestions are put forward.It compares the three versions of the Basel agreements by analyzing their advantages and disadvantages; Interprets Basel Ⅲ with Chinese characteristics; Proposes countermeasures and suggestions by Analyzing the Basel agreements’ positive impacts and negative impacts on regulatory authorities and commercial Banks, and hopes to play a role on banking stable operation in China.
