The establishment of the Basel Committee created a new situation in the world financial supervision cooperation, which laid a solid foundation for the global regulatory standards. The Basel Committee issued the "Basel III" focus on the requirements of the quality and quantity of capital, enhance both regulatory capital and liquidity regulatory, required capital adequacy ratio and leverage in parallel.The Basel agreement landing on China played a positive effect to the banking industry healthy development and the stability of the financial system: In the aspect of financial supervision, the CBRC refer to the Basel agreement, making the capital management of commercial banks regulation is known as the "China version of the Basel agreement"; In the aspect of bank management, strengthen the capital adequacy ratio requirements, promoted the advanced risk measurement methods, promoted the sustainable development of the business, optimized the structure of the banking business, promoted capital replenishment tools innovation and capital accumulation,promoted the spread of risk management culture. In order to deal with the capital adequacy ratio requirements caused by the negative effects, banking should broaden the capital supplementary channel, changed the mode of operation, strengthen of risk management, to raise the level of internal management, actively adapt to the relevant requirements, finally achieve a healthy and steady development. In the regulatory policy aspect, suggest improving a simple, ratio, consistent with the risk measurement methods; combining with the large-scale bank leading financial market reality, focus on strengthening the regulation of systemically important financial institutions, to prevent the "too big to fail" moral hazard.
