Quality and safety problems of agricultural products have become the major contradiction during the new stage of agriculture development. To mitigate such problems as well as environmental effects, the so-called pollution-free agricultural products emerge and are widely authenticated throughout10-year promotion and development. However, the corresponding flaws concerning quality and safety regulation are exposed gradually. Since non-pollution agricultural products, as a domination of safe farm produce, will lead the consumption in the future, it is of great significance to analyze drawbacks existing in current regulation system in China and further propose reasonable recommendations, with reference to overseas advanced supervision experience.Quality and safety issues exist in various links of non-pollution farm produce industry, including manufacturing, processing, logistics and sales. The complexion results from four main respects:local environmental pollution, financial and technical investment deficiency, miscomprehension among producers and administrators and customers distrust, and market mechanism disorders, while the root is attributed to the imperfection of non-pollution agricultural products regulation and insufficiency of government supervision. The present regulation system with theoretical bias and technical flaws is far from being able to provide guidance and protection for well-beings in pollution-free agricultural industry. On the other hand, ambiguity of responsibility and retardation of operation reduce the supervision efficiency. By applying the Asymmetric Information Theory, the Appropriate Intervention Theory and, the Incomplete Law Theory, this paper analyzes the dilemma thus laying a theoretical basis for improving regulation system of pollution-free agricultural products.Developed countries, such as the United States, the European Union and Japan, have built up relatively sound regulation and standards for the pollution-free agricultural industry and achieved process control with the help of advanced techniques. Lasted accreditation system, explicit legal responsibility and penalty mechanism are applied to ensure the efficiency in industry supervision and management. In light of these valuable experiences, the legal regulation in China should be standardized, at first place, to provide a solid foundation for supervision. Secondly, the detection mechanism should be established, which along with continuous upgrade of technical equipment, will guarantee the effectiveness of supervision. Moreover, detection results should be considered as a market entry criteria. Fourthly, monitor after authentication and brand management should be enhanced. Last but not least, product quality tracking system should be set up to provide solutions for market information asymmetries and responsibility disorders.
