21st centuries is the knowledge economy era for human, the competitionamong banks has transferred gradually to the "people" as the foundation from the"things" of traditional foundation. Personnel become the most valuable "the firstresource" for banks and this will finally decide to the banking marketcompetition and development prospects. It will require banks to focus on humanresources management, provide suitable payment to its value, so as to arousethe enthusiasm of bank employees to improve the competitiveness of the bank.Human resources management as a commercial bank to win in thecompetition for the key to realize the assets value, is the modern commercialbank core competitiveness and sustainable competitive advantage source, thehuman resources management state and effect has a great influence on overalleconomic benefits and the development of the commercial banks. In the resultoriented function, commercial bank pay more emphasis on human resourcesmanagement policy utility and work performance. How about the humanresources management and the work performance; whether get the expectedeffect and the enterprise strategic goal and keep consistent with othermanagement function cooperation; whether get used to the change ofenvironment and requirements. Commercial banks to the human resourcesadministration departments are essential to check human resources managementplans and implementation, as the basis for continuous improvement. How to dothe performance evaluation to human resources management of commercialbanks is a worthy cause attention new topic. Specialists and scholars at home and abroad to bank human resourcesmanagement incentive mechanism research has been made some achievements,and developed a series of qualitative analysis or a quantitative model and method.But overall still lack of accepted standards, much research is still in theconcept stage. Based on the previous research results and the specific conditionsof Harbin bank Shenyang branch, the dissertation studies the human resourcemanagement current situation and the problems of Shenyang branch from thestrategic view, then, to build the suitable human resources incentivemechanism plan for Harbin bank Shenyang branch to identify and quantify toimprove the organizational efficiency and the contribution rate of humanresources management, and to find the way of enhancing human resourcesmanagement performance of Harbin bank Shenyang branch.
