Hohhot Inner Mongolia autonomous region is politics, economy, culture, science and technology, education and financial business center, along with the rapid development of the economy and society, the urbanization level from48.83%in1996, rising to69.19%in2010. The improvement of urbanization of Hohhot city, the expansion of the scope, need certain land as guarantee, the growth of the population in the future, will be to the city space have a lot of demand, therefore, in the process of the development of the urban construction part encroach on cultivated land is inevitable.
