The Research Of The Optimization Of The Public Goods Provision Mechanism In Rural County Under The Orientation Of The "Synergetic Supply"

For a long time, the problem of the peasants has become the key issue to hinder the modernization of our country. However, due to the dual economic structure, our rural county economy lags far behind the urban economy, and the rural county construction of the public utility also lags behind the urban. The lack of public goods provision in rural county has hindered the sustainable development of rural economy, and also has become a barrier to solve the problem of the peasants. In order to speed up the construction of a new socialist countryside, we must improve the status quo and the efficiency of the public goods provision in rural county. Therefore, it is of great significance to research the provision mechanism of public goods in rural county.It requires us base on the national station of our country, and fully understand the status quo of the public goods provision mechanism in rural county, we can propose effective recommendations for the optimization of the public goods provision mechanism in rural county. Bases on the research of current situation both at home and abroad, and making use of the principle of the public management and public sector economics, this thesis has taked the method of empirical analysis and normative analysis, taking the rural of H in Henan province as a study case, to study the optimization of the public goods provision mechanism in rural county.Except for the introduction and the conclusion, this thesis is divided into three main parts.Part one, this thesis makes a historical review of the public goods provision in our rural county.Part two, this thesis analyzes the status quo of the public goods provision in our rural county. Taking the rural of H in Henan province as a study case, this part illustrates the status quo and the problems of the public goods provision in rural county, and makes a comprehensive analysis of the causes of the problem.Part three, this thesis proposes effective recommendations for the optimization of the public goods provision mechanism in rural county. Based on the above analysis, our rural reality and synergetic orientation, to meet peasants’needs, this thesis will construction a new mechanism of the public goods provision in rural county.The innovations contains the followings:(1) This thesis proposes recommendations for the optimization of the public goods provision mechanism based on synergetic orientation, the tools of theoretical analysis are relatively new. According to the related literature retrieval, I found that most of the studies are based on the orientation of meeting peasants’needs or the coordinating urban and rural, the studies based on the synergetic orientation are seldom.(2) This thesis takes the method of empirical analysis and normative analysis, and emphasizes empirical analysis, the method of research is innovative.(3) Based on the research of the public goods provision in our rural county, this thesis focuses on the public goods provision of H in Henan province which is different from researching the problem in a general way.
