In this new developing era of fully construction of well society and socialism modernization, the development of rural area is much more important than ever before. Currently, only when we solve the problems about agriculture, countryside and peasants, could the modernization course of China move forward steadily, and the aim of constructing harmonious and well developed society would be attached. In this paper, the main idea is that the key factor of solving the problems of agriculture, countryside and peasants is to enforce the provision of rural public goods effectively. Rural public goods play an important push role to the development of the rural society. If one area can effectively resolve the problem, the rural economy of the area can increase quickly, which has been validated in Chinese inshore area. We ought to get the root, if we want to resolve the supply problem, and break the former supply situation, then establish new provision patterns.Based on above-mentioned goals, the thesis takes the theory of public goods as tool, and carries on comparatively deep studying to the provision patterns of rural public goods in our country. The paper firstly discriminates between the provision of public goods and the production of public goods, and divides the provision patterns of public goods. It elaborates the general theory of the government provision, the market provision as well as the voluntary provision of public goods, and promulgates its guiding sense. In the production efficiency analysis between the government enterprises and the non-government enterprises, the paper analyses the soft budget restraint problem of the enterprise, and promulgates that there is a more serious soft budget restraint problem in the production of the public goods in the government enterprises. Therefore, we need introduce the non-government enterprises in the production of the public goods.This paper elaborates the concept, characteristic, classification of rural public goods.
