Research On Development Of Marine Economy In Liaoning Province

UN's Agenda of 21st Century demonstrates that the ocean is one of fundamental parts which compose global life supporting system and also the invaluable treasure that helps to realize sustainable development. As the new concept goes, "21st Century is the century of ocean", nowadays, at home or abroad, exploring marine resources and developing marine economy have been the important action of developing marine economy to promote coastal economy. As a great marine country, China has been considering marine affairs as the fundamental interest. And currently, the promotion of marine economy has become more and more important in protecting national security, smoothing the bottleneck restriction from resources and environment, widening social and economic developing space and driving the whole country's economy. In May, 2003, strategic aim of "gradually establishing of powerful marine country" was definitely launched in "Planning Outline of National Marine Economy Development", which guided China in the approach of implementing marine development and opening up marine economy. In the "11th 5-Year Plan's Outline for the Development of Chinese Domestic Economy and Society" issued in 2006, special sections and paragraphs were explained the urgent mission that "strengthens marine consciousness, protects marine rights and interests, maintains marine ecosystem, develops marine resources, implements marine administration and promotes marine economic development", which confirmed the important role of marine economy in the process of national planning. therefore, in the 3-dimentional coordinate of future economy, society and cultural changes, the development of ocean has been regarded highly as the strategic issue around coastal regions.As a huge marine province, Liaoning Province is the only outlet to the sea in the whole Northeast China and possesses the great developing potentialities. So this paper is to analyze the real situation of Liaoning marine economy with the help of advanced marine development experience home and abroad and qualitative and quantitative methods, and uncover those existing problems in the process of Liaoning marine economy development. Meantime, method of univariate regression is carried out to predict the overall production value for future marine economy. And with the guidance of scientific development view, this paper is to put forward feasible suggestions for Liaoning's establishing powerful marine province. Undoubtedly, those approaches will provide credible evidences of achieving smooth marine economic development and successfully driving the hinterland economy of Northeast China.
