The goal of carbon emission reduction actions is dropped from40%to45%per unitGDP in2020, when compared with2005. We still have great pressure in reduce the carbonemissions. Now days there have two goals of our government, the one is keep the economicsdevelopment, and the other one is control the carbon emission.So keep balance of the two goals is one of the main purpose of this study. This articleintroduces a more reasonable indicators-carbon productivity. And then introduce thecarbon emission efficiency. At the same time, intuitively analysis the changes of carbonemissions efficiency. And examine whether the whole country have achieve a balanceddevelopment between regions.First, learning the domestic and international literature on the efficiency of carbonemissions and carbon productivity. Study the major analytical methods used for the analysisof the efficiency of carbon emissions.Second, introduce the stochastic frontier model. Introduced the whole three models,using different models to estimate carbon emissions efficiency. At the same time, coupledwith several factors which have effect on the carbon emissions efficiency, I estimate thecarbon emission efficiency from1996to2011.Third, analyze the trend of the efficiency of carbon emissions. Use of the kernel densityestimation methods to analyze the dynamic evolution of the carbon emission efficiency. Thecarbon emissions efficiency show greater regional differences.Finally, it’s needly to establish a regional coordination mechanism to balance the carbonemissions and economic development of the region. The government could set the carbonquotas in regional as well as establish the inter-regional carbon trading market and nationalcarbon trading market.
