Research On Quality Audit Of Indemnificatory Residential Project

In recent years, the state is increasing the construction intensity of indemnificatoryresidential project for more than20percent of coverage including cities and towns by2015.Faced with large quantity, little time and heavy task of livelihood engineering, the AuditCommission has strengthened follow-up audit. However, studies on traditional follow-up auditmostly focus on investment control rather than quality audit. Considering the lack of relativeresearch, the paper selected indemnificatory residential project quality as research object, andanalyzed three aspects of audit mode, audit contents and audit performance evaluation basedon SCP structure in order to provide certain guidance for both theoretical system and auditpractices of Quality Audit of Indemnificatory Residential Project.The major work done and the main results in this paper are as follows:(1) Through the research methods of literature retrieval, network inventory and siteinterviews, the paper firstly analyzed construction engineering quality status from two aspectswhich are stakeholders’ violations from the quality inspection of the Ministry of Construction,survey results of Dingjiazhuang Indemnificatory Residential project in Nanjing, relevant casesonline, inspection of Housing and Urban-rural Construction Department and ConstructionDrawing Appraisal Unit of Jiangsu Province, and engineering quality problems classificationsfrom test results of AQSIQ, complaints detection data of China Consumers’ Associationnetwork cases. Then, the paper further explored quality audit status of constructionengineering and indemnificatory residential project. The results showed that the qualitymanagement behaviors of indemnificatory residential project stakeholders not only are illegaland quality problems frequently happens, but also special quality audit which should be placedon more emphasis had not yet been carried out in indemnificatory residential project whichwas mentioned only as part of the investment audit.(2) Various stakeholders are firstly defined with the theory of stakeholder andprincipal-agent relationship. The paper, on one hand, designed an internal system of qualitycontrol from the perspective of one stakeholder, in which organizational system, method systemand procedure system are included to meet the needs of the internal audit; On the other hand, anew, public-participated open audit mode was built from system concept on the basis ofanalyzing the disadvantage of the traditional one.(3) The contents of quality audit of indemnificatory residential project were studied fromthe point of view of both macro and micro. The macro perspective referred to internal andexternal environment of indemnificatory residential project which were quality control system ofthe contractors and government quality supervision system. While the micro level referred toquality audit contents of the main participants at various stages, such as in the decision-making stage, design stage, bidding stage, construction stage and completion acceptance stage during theentire construction process of indemnificatory residential project.(4) The last part was the evaluation of the service performance of the quality audit ofindemnificatory residential project by QFD-based (quality function deployment) approach.First of all, established HOQ of audit performance evaluation model, and then transformed theHOQ matrix. So the performance evaluation index weight value was calculated which weremore reasonable and more in line with customer needs. At last, Indemnificatory ResidentialProject of Daishan area in Nanjing is chosen to do empirical evaluation and finally got theconclusion.The research on audit patterns contributes to build an internal audit and external auditcombined, public-participated and open audit mode. The research on quality audit content ofindemnificatory residential project helps to form professional engineering quality auditguidelines, to direct audit practice. The evaluation of audit performance contributes to directservice improving of audit institutions, to improve audit quality and to increase performance. Allof these have important theoretical significance and practical application value.
